A projekt tartalmának bemutatása:
Az AACM Central Europe Tanácsadó Kft. 1996. januárban kezdte meg működését. A cég két fő profillal rendelkezik: i. környezetvédelmi tanácsadási és mérnöki tevékenység, valamint ii. tanácsadás a zöld gazdasági átmenet folyamatában (ez utóbbi tevékenységhez kapcsolódik a két EU-s pályázat).
A környezetvédelmi tevékenység elsősorban beruházások, létesítmények környezeti kockázatelemzésére, értékelésére, kármentesítési célok meghatározására, továbbá a szabályozási környezetnek való megfelelés vizsgálatára irányul. A környezeti kockázatok feltárásának eszköze a mintavételezes és laboratórium elemzés. Az AACM Central Europe Kft. mintavételezési tevekénysége elsődlegesen a talaj-és talajvízszennyezés, azbeszttartalom és munkahelyi expozíció meghatározására irányul.
A támogatás igénybevételének célja környezetvédelmi, és ezen belül a talaj- és talajvíz mintavételezéshez szükséges, a nemzetközi mintavételezési normáknak megfelelő eszközök beszerzése, amely lehetővé teszi, hogy az AACM Central Europe önállóan (alvállalkozók bevonása nélkül) képes legyen talaj, talajgáz, illetve felszín alatti és feletti víztestek mintázására. Ehhez hozzátartozik, a legnagyobb fokú munka- és vagyonvédelem biztosítása (felszín alatti közművek és egyéb objektumok lokalizálása) és a mintavételezés minőségbiztosítása in-situ mérések terepen történő elvégzésének biztosítása, nagy kiterjedésű vizsgálati területeken a mintavételi pontok kijelölése drón technikával.
A Pályázat tárgya továbbá az AACM Central Europe Kft. tulajdonában lévő, irodaként szolgáló főépület mellett elhelyezkedő melléképület felújítása a fenti eszközök tárolására és karbantartására. A telephely 2013-tól áll a Kft. tulajdonában, a főépület felújítása megtörtént és irodaként ötödik éve funkcionál.

FINAL REPLICATION WORKSHOP
The last Replication Workshop held on May 18 , 2021, addressed a pivotal topic, namely the stakeholders’ engagement and the role of consumers in energy efficiency. The participants received inspiring ideas and best practices by various experts. During the first session, two examples were presented about the stakeholders involving among others homeowners, financial institutions and local governments engaged in the energy renovation of buildings. The first solution describing the results of the people-planet approach of the EUROPA project, was presented by Ms. Charlotte Eloise Stancioff and Ms. Luigia Ekubirojs. The second example addressed the RenoHUb project’s market research were delivered by Dr. Fanni Sáfián, Hungarian Energy Efficiency Institute (MEHI). Her presentation was largely focused on the homeowners' the challenges, motivations, drivers and obstacles to energy renovations were explored. Due to the coronavirus pandemic. the project has to adopt innovative IT-tools such as launching a moderated online blog and conducting focus groups research online.
The second session of the Workshop analysed the stakeholders’ involvement in SEAPs and SECAPs. The first presentation in this session was held by Mr. Stefan Drexlmeier of Energiewende Oberland. His presentation was focused how the contribution of stakeholders may substantiate energy efficiency projects and their effectiveness. Another method for stakeholder engagement in SECAP development and implementation pursued by the PentaHelix project, was introduced by Ms. Ana Lovrak, UNIZAG FSB (University of Zagreb). The speakers received several questions from the audience and overall, this Replication Workshop was regarded to be was one of the most successful events.

PROSPECT2030 - THIRD REPLICANT WORKSHOP
The third Replication Workshop organized by Piemonte Region focused on the challenges of Financing Energy Efficiency, was held on the 15 of April 2021. An overview of the strategic framework of the new ERDF programming period, the priorities and related EU policies were presented by Karoly Oelberg of AACM Central Europe Llc. The three other presentations were showed examples of Energy Performance Contracting for public buildings in Piemonte, financing opportunities and a successful project proposal for the European City Facility (EUCF). During the final roundtable some interesting comments arose: the opportunity to combine different financial instruments (public + private) is mostly appreciated; the Covenant of Mayors will become soon more inclusive as there is the interest to increase the adhesions and the development of SECAPs; it is likely that the Recovery Funds will support a great number of investments to boost the energy renovation wave.

EGYÜTTMŰKÖDÉS A RÉGIÓKKAL A DEKARBONIZÁCIÓ ELŐSEGÍTÉSE ÉRDEKÉBEN
Örömmel jelentjük be, hogy a Lenerg Energia Ügynökség Nonprofit Kft. az AACM Central Europe Kft. partnereként közreműködik a PROSPECT2030 projekt eredményeinek adaptálásában, hogy ezzel elősegítse az Észak-Alföldi Régió és ezen belül is elsősorban Hajdú-Bihar megye energiahatékonysági céljainak elérését. A PROSPECT2030 projekt hat ország, tíz közép-európai partnerszervezet, hét régió közös kezdeményezése, amely az EU Interreg Central Europe Program támogatásával és a Magyar Állam társfinanszírozásával valósul meg. A projekt a hatékony irányításra összpontosít, mely a kulcsfontosságú mozgatórugója a magas szén-dioxid kibocsátás okozta kihívások kezelésének, illetve ezekre keres megoldásokat regionális szinten. A PROSPECT2030 a fenntartható energiák fejlesztése érdekében kíván szakpolitikai ajánlásokat megfogalmazni, amelyek az EU tervezési és végrehajtási rendszerébe beilleszthetők és stratégiai eszközként szolgálnak a következő finanszírozási időszakra (2021–2027). Lenerg Kft-vel való partnerségünk célja utat mutatni olyan fenntartható energiarégiók létrehozására, ahol a jelenleginél nagyobb a megújuló energiaforrások aránya. ACCELERATING ENERGY EFFICIENCY INVESTMENTS IN REGIONS AND CITIES
Experts shared their hands-on experience of energy efficiency investments from different perspectives at the first online webinar which replaced the regional event at the Southern Great Plain region on October 21st, 2020.
The first presentation was held by Mr. Károly Oelberg, managing director of the AACM Central Europe Llc. about on the future EU funding opportunities will focus in particular on the effective implementation of low-carbon investment actions. An insight was provided about funding opportunities such as the European City Facility (https://www.eucityfacility.eu/home.html), InvestEU, Just Transition Fund and the planned budget allocation from the next programming period (2021-2027). During the presentation, surveys were launched with questions regarding the usefulness of operating a decentralized energy programming and implementation/coordination office and the main renewable energy sources in the SGP region. We have learned that the participants believe that creating a Regional Energy Agency would help to achieve energy and climate policy goals and they should be financed by the regions own internal resources. According to the second survey, solar and geothermal energy have the highest potential in the SGP region and from energy efficiency point of view two area should be particularly targeted: the population and the transport sector.
Mr. Gábor Kiss, Senior Loan Officer at the European Investment Bank provided an overview on EIB’ financial products for climate investments. The presentation title mirrored the main theme of the presentation: “Where will funding for green projects come from?” The EIB is committed to become the European Climate Bank, Therefore, their climate and sustainable investments covers the following areas: circular economy, adaptation to climate change, mitigation of climate change, water and maritime environment protection, pollution reduction, ecosystem reservation. Mr. Kiss presented the existing financing products for climate investments like investment loan, direct or intermediated framework loan, equity investment and investment platform, described their particular features and shared example projects. During the webinar the most popular products, which resulted in the most questions from the registrants, were the direct financing opportunities for municipalities and regions and the EIB support activities regarding these investments.
Mr. Mihály Czabarka, Condominium renovation expert at Projectdoctor Ltd. delivered his presentation about the energy efficiency renovations in the condominium segment as municipalities and regions have a key role to play in the energy retrofit of condominiums. Many of them are already addressing the residential sector as part of their climate policies, but they are still often unaware of the specific challenges and needs of condominiums. Many perosnal, practical and financial obstacles still hinder energy retrofits in condominium so, strategies and tools developed by Mr. Czabarka were shares as to how to manage the risks of the renovation and the solutions for mitigating them. This webinar was an opportunity for decision-makers and practitioners to ask questions to accelerate the energy retrofitting of condominiums from both, a political and an operational point of view. We have launched two surveys to found out the opinion of the participants. The first targeted the responsibility of the condominium renovation and from the results the majority thought the owners should initiate it. The answers to the second question were divisive as the main barriers to condominium renovations seems to be different to peoples. The answers shared almost equally between the following choices: lack of expertise, lack of information, lack of own budget, lack of trust, lack of a state program, lack of green credit, lack of non-refundable support.

Kiss Gábor (EIB) előadásában bemutatja az EIB tevékenységeit, a zöld beruházások finanszírozási stratégiáját és termékeit, továbbá az önkormányzatok és régiók számára nyújtott, közvetlen klímavédelemmel kapcsolatos tanácsadási tevékenységét és forrásait.
3. Energiahatékonysági felújítások a társasházi szegmensben (11:00-11:30)
Czabarka Mihály több, mint 22 éve foglalkozik társasházak felújításának tervezésével, kivitelezésével és menedzselésével, több, mint 1.000 társasházi projektet generált, félresikerült projektek, pályázatok megmentője, rendszeres előadó hasonló témákban, szakcikkek és a Társasház-felújítási kézikönyv szerzője. A társasház-felújítási szakértő feladata saját megfogalmazásában a pénzszerzés és annak biztonságos elköltése. Előadása során segít betekintést nyújtani a lakott társasházi lakóépületek energetikai felújításába, a biztonságos forrásszerzés fortélyaiba, a kivitelezők és alvállalkozóik észjárásába, illetve a társasházak működtetésének hétköznapi- és a projektszerű működés összehangolásába.
Az előadások során lehetőség nyílik az előadóknak kérdéseket feltenni (írásban), melyeket azok végeztével megválaszolnak. Az esemény visszanézhető lesz, melynek elérhetőségét a megadott regisztrációs emailre továbbítani fogjuk.

PROSPECT2030 – Third stakeholder meeting in the Southern Great Plain Region
The third stakeholder meeting on PROSPECT2030 was jointly organized by AACM Central Europe and ArchEnerg Renewable Cluster, a local Associated Partner in the project in the City of Kecskemét on February 6, 2020. The audience included the key representatives of Bács-Kiskun County’s stakeholders. Kecskemét is the capital city of Bács-Kiskun County, one of the three counties forming the South Great Plain Region.
Following the presentation of the PROSPECT2030 project and screening the project video prepared in the take-off phase of the project, the event continued with a lively and productive discussion. First, the discussion centred around the energy saving opportunities in the public and residential building sector. In the City of Kecskemét, there is a large energy-wasting multi apartment building stock, and the city launched an incentive scheme to support their energy renovation. The energy retrofit of the public buildings are entirely addressed by public grants. The market for private investors in the energy renovation of the public sector buildings and infrastructure (energy performance contracting) is premature, although there are some successful projects in street lighting modernization. It was agreed that the key renewable potentials of the region include solar, geothermal and biomass/biogas based on agricultural and forestry residues and wastewater sludge. Wind and hydro power generation has limited relevance to the region. It was reiterated that the region would like to see a more participative programming process for the use of public grants allocated for the low-carbon measures in order to better match the investment needs in the region.
The attendances expressed their interest in supporting the future project activities.

Az AACM Central Europe Kft. és az Archenerg Klaszter tisztelettel meghívja Önt 2020. február 6-án, csütörtökön 09:00 órától, a Bács-Kiskun megyei Civil Információs Centrumban megrendezésre kerülő (6000 Kecskemét, Wesselényi u. 1/A 4.), PROSPECT2030 projekt bemutatására. Ezt követően egy kerekasztal beszélgetés keretében lehetőség adódik a régiós fenntartható energetikai szakpolitikai érdekek megvitatására, hogy azokat a következő támogatási időszak stratégiai döntéseknél hangsúlyossá válhassanak, és az energia akciótervben kiemelten szerepeljenek. PROSPECT2030 – Second stakeholder meeting in the Southern Great Plain Region
The second stakeholder meeting was organized on January 30, 2020 in the City of Szeged, the capital city of Csongrád County and at the same time the largest city in the Southern Great Plain Region.
AACM Central Europe presented the details of PROSPECT2030 project, and underlined the importance of the transnational character of the project which helps taking stock from the experience of other European regions in energy planning and utilizing public grants to accelerate low-carbon investments in order to timely achieve energy and climate targets. The project video presenting the Southern Great Plain Region was also screened in order to initiate a discussion with the local stakeholders on how they see the key strength and opportunities of the region to successfully manage the green transition process.
The specific need to strengthen the region’s direct involvement in the programming of the EU and national public funding was strongly expressed. In the current planning hierarchy, the national, the county and the local levels are involved, and the Southern Great Plain per se as NUTS 2 level region has very limited competences. It was agreed that the energy and climate activities are required to be coordinated at regional in order to have the regional/local energy priorities better reflected. The ideal solution would be the creation a regional energy and climate structure (“Climate Agency”) based on the internal resources of the region which is in in particular charge of monitoring the low-carbon initiatives in the region, liaison with the relevant government services responsible for programming of EU and national funding, initiating project with regional exposure, and supporting the green investments of the local public and private actors (including businesses and private individuals).

Ezt követően egy kerekasztal beszélgetés keretében lehetőség adódik a régiós fenntartható energetikai szakpolitikai érdekek megvitatására, hogy azokat a következő támogatási időszak stratégiai döntéseknél hangsúlyossá válhassanak, és az energia akciótervben kiemelten szerepeljenek. PROSPECT2030 – First stakeholder meeting in the Southern Great Plain Region
The first stakeholder meeting was organized by AACM Central Europe on November 28, 2019. The event involved the key representatives of the City of Hódmezővásárhely. Hódmezővásárhely is the second largest city in Csongrád County and nowadays it is a major economic, cultural and artistic centre of the Southern Great Plain Region.
AACM Central Europe presented the PROSPECT2030 project, including the objectives, the planned activities, expected results and achievements up to now, as well as the next steps. The importance of involving the relevant local stakeholders in the project is pivotal. Following a brief introduction, each stakeholder was requested to present himself or herself and the organization they were representing in order to get to know each other and initiate a conversation. Apart from the presentation of the project, the presentation video of the Southern Great Plain, prepared as part of the project, was displayed. In addition, the results of the baseline energy assessments conducted within the framework of the projects as well as the preliminary findings from the assessment of the use of public funds dedicated to green transition in the region, have been presented.
Following the video presentation and the explanation of the first findings, the audience was involved in a fruitful discussion during which they expressed their view about the development of the region with respect to climate ambitions, renewable potentials their integration in a sustainable manner, challenges of energy efficiency retrofits opportunities, barriers and required incentives, etc. The stakeholders acknowledged that there was huge energy saving potential in the public building and public infrastructure renovation as well as in the efficient use of the renewables such as biomass, geothermal and solar energy. All participants confirmed their willingness in the participation in the future project activities and were pleased to get regular updates and information about the project development.
